MSS .cfg, constraint and dtso files now selected dynamically based on BOARD DIE PACKAGE

PART_VOLTAGE and DIE_VOLTAGE arguments can be passed if they differ from the default

BVF is selected by default if no BOARD argument defined

Pull-ups are added by default to rotary encoder inputs when no pull-ups
are specified in pin constraints. These pull-ups negatively impact
encoder input signals. Specified no pull-ups to be used on rotary encoder
inputs.

Libero script arguments need to be relative when executing on Windows.

This build options frees the M.2 UART to be connected somewhere else
like the cape.
