Refactor: IO constraints now follow die, package, board format

Redundant dtso directories removed and replaced with a single directory as before

Files used to source these files updated accordingly

Moved constraint file sourcing before the B_V_F_recursive.tcl call to catch any sourcing issues earlier and save time
